Well, if you enjoyed the 2016 movie "Hurricane Bianca", then chances are quite good that you will like this 2018 movie "Hurricane Bianca: From Russia with Hate" as well.
Why? Well, because they were essentially about the same level of entertainment and enjoyment. I found the 2016 movie to be watchable, but not outstanding, and I feel the same about the 2018 movie as well. Sure, "Hurricane Bianca: From Russia with Hate" was enjoyable enough for what it turned out to be.
I will say, however, that this 2018 movie had some more likeable characters in it, which definitely was a step up.
For a comedy, then "Hurricane Bianca: From Russia with Hate" wasn't really the type of movie that brought laughs to my lips. Sure, there was a smile here and there, and some of the practical jokes or spoken lines worked out well enough. But this is not a movie that will have you bursting with tears from laughing.
The movie does take a less-than-subtle jab at the political views on gays, lesbians and transsexuals that are present in Russia, for better or worse. It might be a bit corny, but it actually served the storyline well enough, especially because director Matt Kugelman didn't seem to mind taking the movie in that direction.
All in all, "Hurricane Bianca: From Russia with Hate" was watchable and enjoyable enough for what it turned out to be. However, this is not a gem in the history of cinema. I was moderately entertained, and as such I am rating the movie a 5 out of 10 stars.

Plot summary
Released from prison, ex-teacher Deborah Ward seeks revenge on Richard Martinez, the cross-dressing co-worker who outed her practice of having sex with male students. Hearing of Russia's terrible treatment of homosexuals (far worse than Texans can),she tricks her former colleague to fly there over spring break, hoping he'll get unceremoniously imprisoned for his homosexuality. Complicating matters is Rex, Richard's mind-fried druggie friend, and Deborah's simple-minded daughter, Carly, who wants her deflated fake boobs restored.

Essentially as enjoyable as the 2016 movie...
Hurricane Bianca: From Russia with Hate
4/10 - the production quality improved from the first, but everything else took a plunge for the worse
Terrible sequel
Way less funny than the first one. Editing went down the toilet and comedy fell to the lowest common denominator at points Lot of the plot didn't make sense either I say just watch the first one and leave it at that
